It's a Japanese exclusive app to transfer your Mii save data from Tomodachi Collection to Tomodachi Life. It only released in Japan because, well, Tomodachi Collection never got released outside of Japan.

His name was only mentioned in a "fact sheet" for the game that GameXplain had access to. Sadly they said that particular document wasn't allowed to be public. Anyway I don't think it's Miyamoto causing these stupid restrictions, at least not anymore. Nintendo has an IP team that evaluates the games and is apparently "very strict about characters" and Tanabe is also incredibly good at sucking up to them. He doesn't want to challenge the restrictions.

In case anyone's wondering, after you beat the game, you're given the option to change your character's doubles partner. (Alex has Harry, Nina has Kate.) This even applies if you create a new save file. Thus, this is why you have the extra endings with Alex & Kate, and Nina & Harry.
