Wario's overworld sprites only seem to be used in the debug room.
Perhaps they originally intended for you to encounter and challenge Wario upon arriving at the Mushroom Kingdom, instead of challenging him in the Match Game menu?
Unless there's a way to get him to appear in the overworld and I didn't find it.

Oh no, I wasn't doing it manually, I was using Daxar's sprite sheeter to sheet them.

The reason it was hard to sheet was because I had a different plan for organizing the sprites, and I had a hard time finding the sprites for each animation (eg. Grouping the idle sprites together, both front and back sides). :P
