But they're similar in the sense that they're both fighting games that are both a bit "Bizarre" and "Dark" at the same time.
Well both are made by capcom, I don't see a difference, while the vibe is similar, that doesn't mean the same art style too.
This game kinda reminds me of the Darkstalkers series. Probably because the artstyle has that same kind of vibes, and also because the sound effects (as well as the effect of the character's death voices) are very similar.

@PixelCrunch: Ripping from fighting games is a time consuming thing. Large sprites, many poses and if the fighting game doesn't have an animation viewer or even able to remove backgrounds, then it would take longer to do.
If you look here, you notice that many of the big fighting games (Street Fighter, King of Fighters, Mortal Kombat) don't have much and that is why. I would even go as far as saying that it has more than what you expect due to the popularity of JoJo.
