Congratulations on your eagle eye: Savage was released in 1988 and Duke Nukem 2 in 1993. So it's a sprite borrowing (common at the time) that was done without any authorization
Wait, I'm certain I recognize that winged enemy from Duke Nukem II. Yep, there it is.
