I ripped this from the Tekken 3 bootleg, and is the same on the Tekken 2 one also. There's another release of this bootleg known as "Battle Arena Toshinden" which is supposedly just a title hack and nothing more, even being accessed with Tekken 2 by just soft resetting the console (according to BootlegGames wiki).

@P-Tux7 Mica most likely found the palettes via (Tile)GGD. If you know the addresses, you should be able to find them assuming that they are grouped together (not always).

As a note, the emulators having pure white rather than #F7F7F7 according to the notes on BizHawk is intentional. It's due to converting the SNES palette (5:5:5) to a format that the PC understands (8:8:8). I'm guessing that GGD shows the palette without the conversion as it is darker than on emulators. Similar to Genesis palettes really whether the white should be 224,224,224 (#E0E0E0) or 238,238,238 (#EEEEEE)...
