I'm not sure. I would assume either 33.333%, 50%, or 66.666%, since those are round numbers. Sonic Retro might have some information.

@Grinder74, @Chilln't, They appear when you take damage after you've broken open a Hyper Ring monitor (the one with the blue ring).
@Grinder74 The only sprite of the Hyper Rings that's used is the front-facing one when finding the Special Stage ring in debug mode.
Are the hyper rings actually used?
