Also this is a twin level of 2-2. Nothing has changed, so this is basically a duplicate rip.

I think the lack of powerups in the game's underwater levels have to do with the way Mario and Luigi's swimming physics act with blocks. In World 9-1 of The Lost Levels, a row of ? Blocks can be seen, but Mario and Luigi can't hit them from below, as they use their swimming physics. It is unknown exactly what causes this to happen or if this was intentional or not, as enemies can't be jumped upon while swimming either.

honestly why didnt nintendo make the background color the same as the water tiles so some things would be a bit more detailed
oh yeah i also noticed the lack of powerups this level has
