I think I know what this was used for. In the beta tank-only version if you ran out of health, this guy would've came out and surrendered. If you continued he would slide back in.
Well, he DOES have the open vest, a common trait in player characters. He also has player 1 and player 2 ally colors on top of that.
Thanks! It was also mindblowing-ly for me to see him fit perfectly in the SV-001 after comparing a lot of enemy vehicles where he could fit in
