For this game, they share the same assets. The difference really is that the Master System has a higher resolution while the Game Gear has a large colour palette.

The developers at this point usually make the Master System version for Europe and Brazil (maybe South Korea if you are lucky), and a Game Gear version for the US and maybe Japan but usually still release in Europe. It's not always clear cut since sometimes they do minor changes and you still get different games.
