I find the ending of this game funny, as the developers used Cossack's Citadel for the ending cutscene (even though Cossack isn't in this game, or a villain at all), which implies that Mega Man destroyed the Citadel instead of Wily's Fortress.

"Mission Perfect", am I right?

In-game, I'm pretty sure both Skull Castle and Cossack Citadel are treated as the same location, aren't they?
