@amogussus69 More like above Mystic Ruins. The background is clearly showing Mystic Ruins' jungle below Angel Island, with the Lost World temple even being visible, as a continuity nod to Sonic Adventure. Advance was all about bringing Sonic Adventure elements to the 2d series, like that game's character designs, shields and characters-specific moves.

I always figured it was Marble Garden Zone; only more Marble and less Garden.
I'd say not. If you look at the background, it's more akin to the Mystic Ruins from Sonic Adventure. For the stage itself, it could just be an area of the island not previously explored in previous games, as per Chaos Angel in Advance 3, or something shifted in to add more mystery to the forest area early in Sonic 3.
Naming convention-wise, they did use Ice Cap for Sonic Adventure as well.
