Maybe because of Altering Cave. Though none of the other Pokémon in Altering Cave get a different sprite. Plus the Altering Cave event never actually left Japan. So yeah, pretty weird.
I honestly question, of all the Gen II Pokémon, why does only Teddiursa get a completely different sprite than its one in the Hoenn games?
