I found these sprites in the January 25 prototype ROM. It looks like Webfoot originally intended for Super Vegeta to have a unique sprite during the short time that you play as him (between leaving the Hyperbolic Time Chamber and the fight with Cell in the Tropical Islands). This idea must have been scrapped early on in development as these sprites are all that remain.
