Up until the tail end of Sonic 3's production, both Sonic and Tails largely reused their graphics from Sonic 2. With less than four months between then and the game's launch, it's likely just that they didn't have the time to revise the sprites for Tails like they did for Sonic before the game's deadline. My best guess for the epilogue sprites having an entirely redone design is that they were likely one of the last things done for Sonic 3 and might have been drawn from scratch, potentially explaining the marked improvement in their quality. |
