the pixels are stretched to a 7:9 ratio, for those wondering
Correct.
Ah, thank you for the correction! Yeah if a CRT monitor displayed it at 4:3 that would explain it. Either way, the graphics were made wider to compensate for how it would look on the screen, so anyone who would want the sprites to look "how they were intended to" vs. "the raw memory rips" would have to find a way to render the game in the correct 4:3 ratio.
It's not increasing the vertical resolution. The resolution of the game is 384x224, but on a CRT this ends up displaying at a 4:3 ratio.
Yeah, these are stretched in the data so that they'll render correctly on the screen, likely using some kind of trickery to increase the vertical resolution to compensate for the wideness. Its one of the most apparent examples of this I've seen. You could probably get the intended look by capturing from screenshots instead of ripping straight from VRAM or ROM, but then you would have to contend with potential emulator inaccuracies and actually playing the game.
The stun/dizzy sprite seems missing here (And I also bet this is the same as in Mega Man 2: The Power Fighters).
He (and literally everything else) looks stretched. Is this an aspect ratio thing?

How's that official decree working out for ya, DrFault?
I just realized these are just widened MegaMan/Rockman 7 sprites xd
I am making an official decree that that big mega man sprite on the right MUST be his render for smash 5
