I think there's an OBVIOUS reason why they didn't use that panel for the final design, even though the current design doesn't help either, since you can't even see the character's waist and it looks like her torso is 100% chest.
if you're refering to THAT panel, it's not unused, it's in the game. If you push certain buttons while she's talking, her talksprite switches to that one and a sound plays.
*sigh* What could have been...
