Only time we ever see 9-Volt's eyes closed in this game are during his cutscene when he giggles, his defeat sprite in Skate Boarding, losing a life in his stage, and his main menu sprite. However, that still doesn't put him out of the uncanny valley. Good thing he blinks more in the later games.
I never noticed until now, but he has a gap in his teeth
the closeup looks good but the lack of blinking sprites and overall the eyes put it inside the uncanny valley.
