Both variants are "NES limits". SMB2 doesn't use layering other than four-six pixels behind Mario, Luigi and Peach's eyes, so Anna was the only case where I kind of ignored it (for red hair and the magenta cloak at the same time). I agree it more closely matches his uniform than his skin tone, so I might add a separate face layer for the bus driver variant that would also replace the current tone on the auxiliary fireman one. Same with Steele's helmet to make it white.

He's very red..., if top is nes limits you can use a layer on the nes for more than three colors (so first layer three colors and the next layer you can use few more colors)
