For C64 specifically, PixelKraken.
When that doesn't work (i.e. when some graphics don't appear, or do appear but are unusable), screenshotting; using Animget for screen capture and IrfanView for 'playback', to put it one way.
There are also several tile editors floating around that can nab some of the more primitive graphics, like fonts, without much fuss. I've tried a few (Tile Layer Pro for example) and they seemed to work relatively well for ripping the very few graphics that I couldn't with the other two methods.
As a quick aside, if you're looking for C64-specific tools, there are a few of them listed on the VG Resource Wiki that might be helpful, though I haven't tried all of them, so I can't say for certain.
