Aside from the ducking mechanic, arcade SPO's gameplay is identical to that of arcade PO, so it had a completely different cast of boxers in order to not make the game too similar.
Also, he didn't appeared in G&W's Punch-Out!! and Doc Louis' Punch-Out!! either, but the former has nothing in common with the rest of the series apart from the name and boxing, while the latter is pretty much just an extra mode for the Wii game but released as a separate game.

He wasn't in the Arcade Super Punch-Out, though.
He even got a better introduction too in this game, the announcer doesn't say "Introducing in the red corner" to anyone else.
He's the only character that appeared in all Punch-Out games, including the Arm Wrestling spinoff. He didnt disappear or get replaced at any moment, he's like the icon of the series
