I know it doesn't look like that in-game, but that's just how the tile data is. Everything is a 32x32 pixel block of tiles, so that's what the sheet shows.

If you're talking about the red or blue colored blocks, those are placeholders for the actual tiles which change depending on whether they've been broken by Power Mega Man's punches or not. There's a set of tiles on the right-hand side under the boss room showing you which tiles are which so you can replace them at your leisure.
If that's not what you're referring to, then please let me know so I can correct it.
