There have been three different attempts at doing that (and several others), though as far as I know, most of them have been either forgotten about, are imperfect or aren't finished for various reasons. The only one you could really consider done would be Jabu's.

Basically it de-bootlegs Somari into a legitimate port of Sonic 1.

Actually... this is a hack of Somari the Adventurer. So if you want to get Eggman and the Badniks, you'll have to check there.

@Doc: Sadly, no. I haven't seen much change other than the sprites and music being reworked, including some extra tracks from the Genesis version hidden away in the sound test.

Anybody: Now that I think about it... The version shown in the game thumbnail doesn't completely match the version of the hack I have.
