i think the big sprites were for like... icons for windows or something. obv not executable icons though, way too big.

I honestly like this "Big Sprite" style, it gives the feel of a S2HD styled look, while keeping the Genesis/CD's colors, and still being sprites

Not necessarily; can you imagine how much work would be required to adjust every single object in CD to match the larger style? I think they just decided to show off some pixel art work to go as a bonus to buying the PC port.
