	What is interesting here is that the Choose Your Fighter background uses 8bpp. The background including fighter portraits uses more than 200 colors. And it does not have the 16 color per tile restriction. The Battle Plan screen is also interesting. Only one palette slot of 16 colors is used for all fighter icons. The palette for each fighter icon is updated while the screen is draw. So I believe it's some form of HDMA effect.
