Kega Fusion doesn't have any layer support and the debugger is disabled in all the builds. Really good and accurate emulator though if you want to play the games. It can come in handy, once did a save state and imported to GensKmod to rip Sonic's Gameworld (which was compressed, only Kega and PicoDrive play the game).

As for your question, the only one that I know of 32x wise is Gens KMod but you can only remove the 2 background layers, the 32x layer and the sprite layer plus the fact that on 32x mode it suffers from a black background. Another thing chances are the ROM is compressed and the compression is mostly likely unknown if you rip from the more complex options.

I see, thanks for your replies. I guess I'll have to hold off on it, then when I finally do rip from it, I'll have to clean the sprites from the shots.Ninja
