Touhou Hisoutensoku Changing Rainbow Colour Effect?

For those of you who have played Touhou Hisoutensoku with specific characters like Hong Meiling, you may have noticed that some of the special effects change colours in accordance to the order in a rainbow. When these effects are ripped however, they are simply white. My question is does anyone know how to make them change colours like they do in the game in an animation program like Flash CS5?
