it's such a terrible pokemon that Gamefreak allows it to know a move that will help you catch other pokemon
so then you can replace it later

Nope because then it would be too far off the general idea, which is basing the pokemon on a pokeball. There is literally nothing else you can do with it.

Also Koopaul, I though the simpler pokemon are better anyway? Electrode and Voltorb are the two most fucking simple pokemon in the game. I don't understand how you find it unfair that they didn't get a new Evo. Lots of pokemon havne't gotten a new Evo since the gen they came out in. Why does it matter so much?

Just so you guys know that list was constructed just to show not "WHO SHOULD EVOLVE" but who "CAN" if gamefreak decides so.

it's not based on my personal pereference, and I already mentioned about who will most likely not evolve (like castform/counterpartpokemon) I just left those who are "lacking" based on people's reception (like farfetch'd) on there just to give an idea(and i didnt want to give a special mention for all of them) but im not sure if some people are reading that, of course some of them wont/might not evolve. -__-

And just for those who don't know this list is based it off EVs because that is literally what gives away who evolves/gets baby and who doesnt. And every pokemon's EV has been the same.

I would love to see a baby Miltank though. I could see that as being my sister's favorite pokemon (she loves cows and cute things so she would probably love miltank anyway).

Honestly for the longest time when Gold and Silver first came out I was convinced that Miltank did have two stages. >.< I, like, thought that there was a smaller one called Milmaid that evolved into Miltank. Then I felt dumb when I looked back and realized I was an idiot. :\

Yeah we knew that. We're just saying what we'd like to see now. Not what we expect to see.
