well no in that case it's an automotive, but not a car... Based on taxing, it'd be entirely different.
In the UK you can't reclaim VAT on a car, but you can on a van - as long as the vehicle has a payload of over 1 tonne after the additional seats have been added, and the dedicated load area that isn't effected by the addition of rear seats is larger than the passenger area.

However I believe that the Mystery Machine would, at best, be classed as a Motor Caravan, which in its very nature is a van. It can't have tax claimed unless it has a permanently installed sink and cooker, at least 1 bed, seating for eating purposes, and a permanent water tank - which it doesn't. So by that sense, it'd just be a van due to its volume size.
