Well, the artwork (if I remember correctly) has the joints on his fingers separated, two darker pink circles on the sides of his head, and a separation on his feet about 5/8 in from the back.

It could work as a costume, yes.

On the note of Skapon's attacks, I found this fake moveset that someone made on YouTube. Once you get past the annoying opening and the poorly placed/coloured text, you'll see it's not that bad of moveset, even though he's placing other characters attacks onto Skapon.

Also, I say Skapon is too small right now. He needs to be spaced out more to be honest.

Strange, I could've sworn there was more.

Oh well, I've tried making some edits to Sukapon based on the game sprites.

Namely, making the body and feet rounder, and a bunch of changes to the hands.

Well, Skapon is a robot, right? I'd probably opt for a redesign, if only a little to give him more of a robotic look.

Also, is his name really Sukapon? I figured it was Skapon since that what it says in-game.

He should be called Sukapon. His name is a pun on "Sucker Punch" according to my resources.

The guys who did the unofficial translation of Joy Mech Fight probably changed it to Skapon because it's pronounced that way. The official name is Sukapon. I think they used that name for the sticker in Brawl, too.
